Japan public broadcaster NHK confirmed 23 people killed by the mega Typhoon Hagibis. Bullet trains were half-submerged in Nagano, central Japan . Prime Minister Shinzo Abe convened an emergency meeting.
Some 27,000 army personnel were sent to rescue stranded people in central Japan. Military helicopters airlifted stranded people from homes. Authorities at one point issued evacuation advisories and orders for more than 6 million people across Japan.
The Rugby World Cup match between Namibia and Canada in Kamaishi on Sunday was canceled. 425,000 homes were without power, 800 flights were canceled for the day and briefly paralyzed Tokyo.
